City of New Braunfels

In the City of New Braunfels, antenna regulations are part of the City Ordinances. The relevant section is Sec. 14III, "Telecommunications towers/antennas". §14iii.3 of the code specifically exempts Amateur Radio installations:

14iii.3 Exemptions. This section shall apply to the installation, renovation, 
        or modification of any telecommunications tower, except the following 
        facilities, which shall be exempt from the requirements of this 
        section:

      (a) Structures intended only for and capable only of use as amateur 
          radio facilities;

§16.3-10[A] through §16.3-12 address tower height:

16.3-10[A]. The requirements set forth in this ordinance shall govern the 
         location of towers  that exceed, and antennas that are installed at 
         a height in excess of, the height limitations specified for each 
         zoning district. The height limitations applicable to buildings and 
         structures shall not apply to towers and antennas.

16.3-11. Only towers or antennas located on federally owned property shall be 
         exempt from the requirements of this ordinance.

16.3-12. Any tower or antenna existing on the effective date of this 
         ordinance shall not be required to meet the requirements of this 
         ordinance. Any such towers or antennas that fail to meet the 
         requirements of this ordinance shall be referred to in this
         ordinance as "grandfathered towers" or "grandfathered antennas" 
         and nonconforming.
